    The City Clerk’s Office serves as a document and information resource to City Council, all City Departments, and to the citizens of the City. The Mayor with the advice and consent of Council appoints the City Clerk.

    The powers and duties of the Clerk include:

    Provides staff support to City Council and maintains custody, control, filing and storage of all legislation, books, papers, minutes and other written and recorded documents and materials pertaining to the operation of the city government.

    Keeps the City Seal, and seals and attest all actions of Council.

    Publishes notices when required by law.

    Receives notices, petitions or other formal communications addressed to Council and presents the documents at the next meeting of Council.

    Provides clerical services to Council Committees, the Civil Service Commissions and other Boards and Commissions listed in the City Charter.

    Welcome to the City of Wheeling and our window for the world.  I am sure that you’ll find our great historic City interesting, exciting and one of the finest in the country.  

    The City prides itself on providing outstanding services to our citizens and visitors.  Our police and fire departments are the finest in the region.  The Wheeling Metro Area was recently ranked as the 4th Safest Small Metro Area in the country.  Our recreational opportunities, 18 Mile Heritage Trail,public services, water resources, cultural and arts programs,entertainment and various other amenities can be thoroughly researched through this website and as a result, I’m sure you will find that we are second to none.  Wheeling’s location along the National Road and its designation as the Original Gateway to the West is well known and fun to exlplore.

    Under the direction of the City Manager, the City Solicitor: 

    • Provides professional legal representation for the City as the chief legal advisor.
    • Directs the activities of the Legal Department.
    • Provideslegal advice and representation to the City Council in order to assistthe Council in conducting affairs in accordance with statutes and lawsof the State of West Virginia.
    • Conducts investigations and advises on proper actions to take in administrative, civil, and criminal cases affecting the City.
    • Preparescases for prosecution in Wheeling Municipal Court, for both criminalcase sessions and hearings as well as health, safety, and building codesessions.
    • The Assistant City Solicitor reports to the City Solicitor.
